Présentation
Qu’est-ce qu’être libanais ? Loin des genèses historiques habituellement pratiquées, l’exposition « Identités de papier », organisée par l’Ifpo et l’institut de sciences politiques de l’USJ à Beit Beirut (2e étage) du 11 au 31 mai, proposera une approche radicalement nouvelle des identités nationales. Car si la nation est le héros d’une histoire, c’est lors du recensement de la population que naît ce héros, et c’est de papiers d’identités qu’il s’habille. Passant des récits historiques aux procédures formelles, c’est donc à travers les couloirs de l’administration étatique que l’exposition nous conduira. Elle propose de repenser la logique identitaire et les formes d’identification des personnes, et de donner à voir une galerie exceptionnelle de papiers d’identité libanais datant de l’empire ottoman jusqu’à nos jours.
« Qui va là ? » et non « Qui suis-je ? ». Telle est d’avantage la question identitaire. Car il ne s’agit pas, comme en philosophie, de se connaître soi-même, mais d’être repérable, reconnaissable, enregistré, comptabilisé et catégorisé.
L’enjeu de la question identitaire est de découper dans l’humanité indistincte des groupes sociaux différents. L’identité ne détermine alors pas ce qu’on est, elle désigne qui l’on est. Les familles, les communautés, les nations, les individus eux-mêmes sont alors créés.
L’histoire a proposé trois grandes formes de production des identités : la normalisation sociale produite par le discours, l’attribution administrative de papiers par l’État, et l’identification numérique lors des connexions internet.
Après une partie théorique illustrée par des œuvres de l’artiste Rabee Kiwan et des œuvres de circonstance, l’exposition traversera ces trois périodes. Elle commencera par nous inviter au jeu des liens de parenté, base des structures sociales. Dans sa partie centrale, elle revisitera la question de la nation et, à travers les papiers d’identité qui distinguent les nationaux des étrangers et les lois qui les concernent, suivra la constitution administrative de l’identité libanaise. Une galerie de portraits manifestera l’incidence sociale des différents statuts administratifs (kafala, asile, nationalité, binationalité, …). Enfin, elle posera la question du devenir des identités à l’ère numérique de l’exploitation commerciale et sécuritaire des données personnelles, invitant ainsi le visiteur à réfléchir sur l’avenir de la question.
مقدمة
ماذا يعني كون المرء لبنانيًّا؟
بعيدًا عن البحث وراء الأصول التاريخية للأمة، يقدّم لكم معرض « هويتك حبر على ورق » مقارَبةً جديدةً للهوية الوطنية مختلفةً جذريًّا عما سبقها. وسيُقام المعرض في بيت بيروت (الطابق الثاني) من ١١ إلى ٣١ أيار، بتنظيم مشترك بين المعهد الفرنسي للشرق الأدنى ومعهد العلوم السياسية التابع لجامعة القديس يوسف.
تقوم الفكرة الأساسية للمعرض على فرضية أنه إذا كانت « الأمة » تمثل بطلَ القصة التاريخية، فإنها تولد -في العصر الحديث- من رحم الإحصاء السكاني وتتجسد في هيئة أوراق إثبات الهوية. ولذا فإن المعرض المُقام سيحاول الابتعاد عن المنظور التاريخي المتداول في درس هذا الموضوع؛ ليقاربه بشكل مغاير من خلال رحلة داخل الأروقة الإدارية للدولة الحديثة. مقترحًا إعادة التفكير في منطق الهوية السائد، وفي أشكال تمييز الأفراد داخل المجتمع، وموثّقًا للمراحل المختلفة التي مرت بها الأمة عن طريق عرض فريد لمجموعة من أوراق إثبات الهوية اللبنانية بدءًا بالحقبة العثمانية وانتهاءً بيومنا هذا.
إن سؤال الهوية: “مَن هنا؟”، وليس “مَن أنا؟”
حيث إن السؤال الثاني يتطلب إجابة فلسفية حول معرفة المرء لنفسه، في حين أن السؤال الأول -سؤال الهوية الذي سنتناوله بالدرس- يقتضي كون المرء متميّزا، معروفا، مسجّلا، وموضوعًا داخل قالب محدد. فالهوية تقوم بتقسيم المجتمع الإنساني الواحد إلى طوائف ومجموعات متنوعة عن طريق تسجيلهم -إداريًّا- في دفاتر مختلفة. وحينها فقط تُخلق العائلات والطوائف والأمم، بل وحتى الأفراد.
لقد قدَّم لنا التاريخ ثلاثة أنماط لإنتاج الهوية: أولهم، سنّ المجتمع ضوابط أسرية من خلال الخطاب اليومي. ثانيهم، توزيع الدولة لأورق إثبات الهوية الإدارية. وثالثهم، التمييز الرقمي للأفراد أثناء التصفح الإلكتروني.
سيقدم لكم المعرض في الجزء الأول عرضًا نظريًّا حول الهوية مصحوبًا بأعمال فنية مختلفة للفنان « ربيع كيوان«، كما أنه سيمر بكم على المراحل التاريخية الثلاث السالف ذكرها، متوقفا بعدها عند الروابط الأسرية التي تمثل أساسًا قديمًا راسخًا للعلاقات الاجتماعية.
وفي الجزء الثاني منه سيعود لسؤال الأمة، دارسًا إياه في ضوء أوراق إثبات الهوية التي تميّز المواطن عن الأجنبي وسيتبعه بإلقاء الضوء على التكوين الإداري للهوية اللبنانية. لينتقل بعدها إلى الحديث عن الأوضاع الإدارية المختلفة للأفراد داخل الدولة اللبنانيةكالكفالة، اللجوء السياسي، الجنسية، وازدواج الجنسية.
.وأخيرًا، سيطرح عليكم سؤال مستقبل الهويات في عصر الرقمية الذي يشرِّع للاستغلال التجاري والأمني للمعلومات الشخصية، داعيًا الجمهور إلى مناقشة مفتوحة حول ما ستصبو إليه الأمور

What is being Lebanese? Away from historical geneses usually practiced, the exhibition « Paper identities » organized by the French Institute of the Near East, and the Institute of Political Science of Saint Joseph University (USJ) at Beit Beirut (2nd floor) will offer a brand new approach of national identities from May 11 to May 31.
Because if the nation is the hero of a story, it is from the moment its people are identified that this hero is created, and identity papers are what he wears. Therefore, moving from historical narrations to formal procedures, it is through the corridors of state administration that the exhibition will lead us. It proposes to reconsider the logic of identity as well as the forms of human identification and offers an exceptional gallery of identity papers dating back to the Ottoman Empire until nowadays.
« Who goes there? » instead of « Who am I? » is the most relevant identity question. Because the purpose is less to know ourselves – just as in philosophy – than to be located, recognized, registered, counted and categorized. The purpose of the identity question is to create different social groups out of an undefined humanity. Therefore, identity does not define what we are but who we are. The families, the communities, the nations, the individuals themselves are then created. History has proposed three different forms of identity production: social normalization – created by speech –, the administrative delivery of papers by the State, and digital identification while surfing the Internet. After a theoretical section illustrated by Rabee Kiwan’s artistic works as well as some other circumstantial works, the exhibition will retrace these three eras. First, it will take us through the game of family ties, base of social structures. Then, it will reconsider the question of the nation and, through the identity papers that distinguish citizens from foreigners and the laws they are related to, will follow the administrative constitution of Lebanese identity. A gallery of portraits will show the social influence of the different administrative statuses (kafala, asylum, citizenship, and dual citizenship, …). Finally, it will explore the question of the future of identities in digital times as well as commercial and security exploitation of personal data, and invite visitors to a reflection on the future of identities.
