Appel à manifestation d’intérêt – stage rémunéré ou aide à la mobilité (Liban, 2020-2021)

Dans le contexte de la mise en place de la Commission nationale libanaise pour les disparus, et dans le cadre d’une collaboration avec l’association ACT for the Disappeared, le Département des études contemporaines de l’Ifpo envisage de proposer un stage ou une aide à la mobilité d’une durée de 4 à 6 mois en rapport avec la question des disparitions forcées au cours de la Guerre du Liban (1975-1990).
Rappel du contexte
Au cours de la Guerre du Liban et selon les chiffres officiels, plus de 17 000 personnes ont été portées disparues. Les familles sont toujours en attente d’informations sur leur sort. En 2018, le Parlement a finalement adopté une loi qui prévoit la création d’une commission nationale pour enquêter sur le sort de ces disparus et accorder des réparations aux familles. Les membres de cette Commission nationale ont été nommés en juin 2020.
Malgré cette évolution positive, de nombreux défis demeurent, aggravés par les crises économiques et politiques auxquelles le Liban est actuellement confronté. Pourtant, il y a urgence. Au fur et à mesure que les événements tragiques de la guerre civile s’éloignent dans le temps, les témoins directs se font de plus en plus rares et le risque de disparition des tombes clandestines augmentent. Le droit légitime des familles à connaître la vérité se trouve ainsi compromis par la perte d’informations qui peuvent s’avérer cruciales.
L’association ACT for the Disappeared a lancé en 2016 un projet de documentation pour collecter et conserver des informations sur le sort des disparus au Liban afin de les transmettre à la Commission nationale. Le projet consiste à collecter des données sur les circonstances des disparitions et à cartographier les tombes clandestines présumées sur l’ensemble du territoire libanais.
En 2020, l’IFPO et ACT ont signé un accord pour collaborer à la collecte d’informations et à la mise en œuvre de travaux de recherche qui contribueront à clarifier le sort des personnes disparues au cours de la guerre civile.
Objet du stage ou de l’aide à la mobilité
Le ou la candidat·e retenu·e sera chargé·e de mener une étude faisant l’objet d’un rapport qui contribuera au travail de documentation mené par ACT. Ses recherches pourront en parallèle donner matière à la réalisation d’un mémoire de master 2 ou s’inscrire dans la perspective d’une thèse de doctorat.
En fonction du profil disciplinaire et de la trajectoire de recherche du ou de la candidat·e, plusieurs thématiques ou objets de recherche peuvent être envisagés :
- Pratiques de captivité et lieux de détention au cours de la Guerre du Liban
- Barrages et check-points comme mode de contrôle de l’espace et des populations
- Pratiques d’inhumation clandestine et lieux d’abandon des cadavres
- Recherche historique sur l’un des théâtres ou épisodes de la guerre dans le contexte desquels des disparitions forcées se sont produites (ex. : Samedi noir, massacres de Karantina et Damour, siège de Tell al-Zaatar, bataille de Zahlé, « guerre des camps », « guerre d’élimination », « guerre de libération », etc.)
La personne retenue bénéficiera de l’encadrement scientifique de l’Ifpo et travaillera en collaboration avec ACT for the Disappeared, qui mettra à sa disposition la documentation déjà collectée. L’étude sera menée au cours de l’année universitaire 2020-2021.
Profil souhaité
- Le ou la candidat·e disposera au minimum d’un Master 1 en sciences sociales (histoire, géographie, anthropologie, sociologie, science politique)
- Connaissance préalable minimale du terrain libanais
- Langues requises : compétences indispensables en arabe littéral et/ou dialectal, français et/ou anglais.
- Selon le projet de recherche proposé, des compétences en cartographie et gestion de l’information seront un atout.
