في ظل الظروف التي يعيشها المجتمع الفلسطيني، وآخرها حرب ابادة الفلسطينيين في قطاع غزة، وطردهم من أراضيهم ومراعيهم في الضفة الغربية، تزداد أهمية موضعة القطاع الزراعي كأولوية فلسطينية، لمركزية هذا القطاع في توفير السيادة الغذائية التي تضمن صمودهم وتعزز مقومات وجودهم وتصلب مقاومتهم، وهذا يحتاج إلى دراسات نقدية ومنهجية تتوحد وتتكامل فيها جهود الباحثين في المجال.
وهنا تأتي سلسلة ندوات « القطاع الزراعي الفلسطيني بين الاستعمار والعولمة والتحرير » لسد الفجوة البحثية من خلال تشكيل فضاء يجمع بين مجموعة من الباحثين والعاملين في القطاع الزراعي الفلسطيني، يقدمون فيه أعمالهم وأبحاثهم الحالية، ويعرضونها للنقاش والحوار، مما يسهم في توسيع المنهج للتفكير في القضايا البحثية في الزراعة الفلسطينية.
تهدف هذه السلسلة من الندوات إلى التفكير بشكل جماعي في التحولات الماضية والحالية في القطاع الزراعي الفلسطيني في سياق الاستعمار الاستيطاني المستمر وحرب الإبادة الجماعية، وإلى تعزيز النقاش حول النماذج النيوليبرالية للتنمية الزراعية وتأثيرها على الأماكن الريفية وحياة الفلسطينيين. وأخيرًا، تهدف إلى سبر الأنماط الزراعية التي تناسب المجتمع الفلسطيني في مساره التحرري. ستعقد هذه السلسلة من الندوات خلال الفترة التاريخية من مارس إلى يونيو عام 2024.

Palestinian Agricultural Development between Colonialism, Globalization and Liberation is a seminar series on the past, present and future of agriculture in Palestine.
The Palestinian agricultural sector has experienced a rapid decline over the last century due to the on-going settler colonial dispossession of land and water resources, economic policies that fostered dependency on Israel and international markets, and violence. The war on Gaza and the continuous displacement of Palestinian rural communities from their farming lands in the West Bank have further aggravated the condition of the Palestinian agricultural sector over the last months. However, as highlighted by the growing movement for food sovereignty in the region, agriculture remains central to the struggle for land, livelihoods, and collective liberation.
We envisage the seminar series to open up spaces for conversation and discussion on questions of agricultural development, food policy and land politics. In particular, we aim for the seminar series to be a space for scholars and practitioners in the field of Palestinian agriculture to exchange, on the one hand, on how violent processes of colonial dispossession and neoliberalism have shaped the Palestinian agricultural sector; on the other hand, how forms of struggle, class alliances and solidarities that have emerged in, against, and beyond these structural processes, and the future that these struggles envision.
The seminar series is scheduled to run from March to June 2024.

تناقش المحاضرة بشكل نقدي مفهومان ومعياران سائدان في سياق التدخلات والسياسات التنموية عالمياً وهما « الهشاشة » و »الجلد »، وذلك من خلال تحليل تجربة المزارعين والمزارعات الفلسطينيين المعاشة في قرية زراعية وهي فروش بيت دجن شرق نابلس. وذلك من خلال فحص التفاعل بين عمليات الهشاشة والجلد في سياق استعمار استيطاني تغير فيه الحيز بشكل قسري عبر فترة طويلة من الزمن، وتمثلات هذا التفاعل المعقد على حياة الفلسطينيين اليومية ولا سيما سبل عيشهم الزراعية. ونجادل بأن العلاقة بين الهشاشة والجلد تتجسد في عمليات متفاعلة ومتناقضة ومستمرة من ممارسات الهشاشة والجلد تتم عبر الزمان والمكان، حيث الهشاشة والجلد ليستا حالة ثابتة خاضعة لقوانين ومعايير محددة تؤدي إلى زيادتها أو نقصانها كما هو الحال في النظريات حول الهشاشة والجلد التي يتبناها الخطاب المؤسساتي وتدخلاته التنموية خاصة تجاه المناطق المصنفة « ج ». وانما هي نتاج تفاعل وتناقض طويل الأمد يتم من الأسفل إلى الأعلى والعكس يشمل الجوانب الاجتماعية والاقتصادية والجيوسياسية والبيئية في حياة الأسر الزراعية، والتي تتم بين مطرقتي الاستعمار والرأسمالية.

مرشحة دكتوراه في العلوم الاجتماعية بجامعة بيرزيت، تعمل على أطروحة دكتوراه بعنوان « صناعة وممارسة الهشاشة والجَلَد في المناطق « ج » بالضفة الغربية »، والتي تدرس سبل العيش الزراعية في قرية فروش بيت دجن شرقي نابلس وتفاعلها مع التحولات في السياق العالمي والمحلي عبر الزمان والمكان. وهي حاصلة على درجة الماجستير في الدراسات الدولية وبكالوريوس في اللغة الإنجليزية وآدابها من جامعة بيرزيت. عملت لعدة سنوات في مجال التنمية الريفية ومحاضرة جامعية غير متفرغة. وتتركز اهتماماتها البحثية في مجال الزراعة في فلسطين والحياة اليومية للفلسطينيين في المناطق الريفية والمهمشة. حاصلة على جائزة علماء المجتمع المدني في العام 2021 من مؤسسة المجتمع المفتوح ولها العديد من الأبحاث المحكمة المنشورة في كتب ومجلات علمية.
The presentation critically discusses the concepts, employed in the context of global development interventions and policies, of “vulnerability” and “resilience”, by analyzing the lived experiences of Palestinian farmers, both male and female, in the agricultural village of Faroush Beit Dajan, located east of Nablus. It does so by examining the interaction between processes of vulnerability and resilience in the context of settler colonialism that has forcibly changed space over time and its impact on the daily lives of Palestinians, particularly in terms of agricultural livelihoods. We argue that the relationship between vulnerability and resilience manifests through interactive, contradictory, and continuous processes, occurring across time and space, particularly with regard to areas classified as “C”. Vulnerability and resilience are not static conditions subject to specific laws and norms which lead to their increase or decrease, as suggested by institutional discourse and development interventions. Rather, they are the outcome of long-term interaction and contradiction, encompassing social, economic, geopolitical, and environmental aspects in the lives of rural households, placed under the grip of colonialism and capitalism.
Fairouz Salem
PhD candidate in social sciences at Birzeit University. Her doctoral dissertation entitled “Producing and Practicing Vulnerability/Resilience in Area C in the West Bank,” studies agricultural livelihoods in the village of Froush Beit Dajan, east of Nablus, and their interaction with global and local transformations over time and place. Salem holds an MA degree in international studies and a BA in English language and literature from Birzeit University. She worked for several years in the field of rural development and as a part-time university lecturer. Her research interests focus on agriculture in Palestine and the daily life of Palestinians in rural and marginalized areas. She is an award winner of the Civil Society Scholars Award in 2021 from the Open Society Foundation and her peer – reviewed research has been published in different journals and books.

عن المتحدثين:
رامي زريق: أستاذ في قسم تنسيق المساحات الطبيعية وإدارة النظم البيئية في الجامعة الأميركية في بيروت. كان عضواً في اللجنة التوجيهية لفريق الخبراء رفيع المستوى المعني بالأمن الغذائي والتغذية التابع للجنة الأمن الغذائي العالمي في الفترة 2015 – 2019، ومفوضاً في لجنة عالمية معنية باستدامة الحمية الصحية والنظم الغذائية. عمل وكتب بشكل مكثف عن العالم العربي وركّز على البيئة السياسية للأمن الغذائي العربي وارتباطها بالمسألة الزراعية.
يشغل حالياً عدة مناصب في الجامعة الأميركية في بيروت، منها: أستاذ في إدارة النظم البيئية، أستاذ في برنامج الأمن الغذائي، مدير موقت لمركز دراسات أرض فلسطين (PLSC).

في العقد الأخير، ظهرت في الضفة الغربية مجموعة من المبادرات الإنتاجية القائمة على علاقات عمل وحيازة تشاركية. في مرحلة ما، أطلقت هذا المبادرات على نفسها اسم تعاونيات. تجادل هذه المحاضرة أن المبادرات تلك، وجلها زراعية، ظهرت من رحم تناقضات المرحلة الحالية من الاستعمار الصهيوني للضفة الغربية، وتحديداً ما ألخّصه هنا تحت مفهوم التهميش. حيث تقرأ المحاضرة واقع ريف الضفة الغربية كفراغ مهمش بعلاقته مع المراكز الحضرية، وتقرأ هذا التهميش الحضري بتشابكه مع التهميش الاستعماري للاقتصاد الفلسطيني والعربي بشكل أعم. باختصار: أدى تدمير العناصر الانتاجية في الضفة إلى تحويل السكان لعمال مأجورين وإهمال مساحات ضخمة من الأراضي الزراعية، وتقاطع هذا مع انسداد أفق التنظيم السياسي تحت نير قمع ثنائي: قمع الكيان الصهيوني من جهة، وقمع السلطة الفلسطينية جهة أخرى. أدى ذلك لمعاناة فئات من الشعب من اغتراب مزدوج، سياسي واقتصادي. من داخل هذا الواقع، أبصر قطاع من الشباب ذو الميول اليسارية حاجة بالموازاة مع فرصة، فسعى لاستغلال الأرض المهملة نحو اقتصاد بديل، ضمن محاولاته لفهم تشابك الرأسمالية مع واقع الاستعمار الاستيطاني. تعكس هذه المبادرات الواقع السياسي-الاقتصادي المذكور، كما وتعبر عن مفهوم “اقتصاد المقاومة” الذي برز في ذات العقد كمحاولة فكرية لمواجهة هذا الواقع، وتشكّل امتداداً لإرث فلسطيني من الفعل السياسي حول الإنتاج والحيازة التشاركية (مثل العمل التطوعي). ما يميزها هو دمجها للحاجة المادية لأعضائها مع اهدافهم الوطنية الأعم. هنا تكمن أهمية هذه المبادرات المعدودة، إذ تمثّل محاولة معاصرة لممارسة الزراعة كنوع من المقاومة، وتضيء على إمكانيات وحدود هذا النمط ضمن ظروف فلسطين اليوم.
فائق مرعي معماري وباحث في مجال الدراسات الحضرية، يركز عمله على الجوانب المكانية للنضال الفلسطيني. يعمل في أطروحته الحالية على مفهوم المشاع، أو التشاركية بعلاقات الحيازة والإنتاج فكراً وممارسةً، ضمن النضال الفلسطيني منذ الثورة الفلسطينية الحديثة إلى اليوم. هو الآن زميل وباحث دكتوراه في معهد تاريخ ونظريات العمارة في المعهد السويسي العالي للتكنولوجيا في زيورخ، وقبل ذلك مارس العمارة في فلسطين كما ودرّس في جامعتي بيرزيت والقدس. حصل فائق على بكالوريوس بالهندسة المعمارية من جامعة بيرزيت وماجستير بتاريخ ونظريات العمارة والدراسات الحضرية من جامعة ميتشيغان. هو عضو في فريق تحرير لمجلة العمران العربي.
In the 2010s in the West Bank several economic initiatives of collective labor and property emerged. They came to call themselves cooperatives. This presentation argues that these cooperatives emerged from the contradictions of the current phase of Zionist colonization in the West Bank, and specifically, what I term peripheralization. In short, the destruction of the productive capacities of the Palestinian economy proletarianized the population and led to the neglect of large swathes of agricultural land. This has intersected with the obstruction of political mobilization, under the join repression of the Zionist regime and the Palestinian Authority. Large sectors of society thus faced double alienation, political and economic. From within this situation, a sector of left-leaning youth perceived need along with opportunity, and utilized fallow land towards an alternative economy in an effort to respond to the entanglement of capitalism and Zionist colonialism in Palestine today. These initiatives correspond to the political and economic condition aforementioned, relate to the concept of “resistance economy” which emerged in the same decade as an intellectual response to this reality, and represent an extension of historical Palestinian practices of political mobilization around collectivity (such as the volunteer committees). What distinguishes the new cooperatives is the way they combine members’ material need with their sociopolitical goals. Herein lies the importance of those iniatives, as their experience points to the possibilities and limitations of this emergent form of agriculture as resistance.
Faiq Mari is an architect, teacher, and researcher. Faiq’s research studies the spatiality of Palestinian anticolonial and socioeconomic struggle. His current work focus is masha’, or collectivity of labor and property, within Palestinian resistance, in thought and practice. Faiq is currently a doctoral fellow at the Institute for the History and Theory of Architecture (gta) at ETH Zürich. Prior to joining the gta Faiq practiced architecture and taught at Birzeit and Al-Quds universities in Palestine. He holds a bachelor’s degree in architectural engineering from Birzeit University and a master’s degree in architecture history and theory from the University of Michigan, Ann Arbor, where he was a Fulbright scholar. Faiq is an editor of the magazine Arab Urbanism.
